Cuepacs : Most civil servants cannot afford to own homes

KUALA LUMPUR : Forty-five per cent or 650,000 of the 1.5 million civil servants are still unable to own a house due to the price factor, said the Congress of Unions of Employees in the Public and Civil Services (Cuepacs).
Its president, Datuk Omar Osman said a study carried out by the congress recently showed that the increasing price of houses posed the main obstacle in achieving this dream.
He said that generally, civil servants who were still unable to buy a house were those in the support group and earning low income, compared to those above 40 years old who were on a higher grade and had served more than 20 years who could buy their own home.
"This 45 per cent group is forced to continue to rent or stay in quarters and must give priority to the cost of living," he told Bernama.
Omar was also worried about the implication from this situation if it was not tackled properly.
"One implication is that if they buy a house at a late age, it will mean that they will take a longer time to settle the loan.
"It means that they will use up all their savings and pension which is supposed to be used for old age to pay back the loan. Their life after retirement will continue to be hampered by debts," he said.
In fact, he said, applying for the 1Malaysia Public Housing Scheme (PR1MA) was beyond their reach because PR1MA houses which could reach RM250,000 were outside the price range for civil servants.
Thus, he said, Cuepacs urged the government to study the issue and proposed that the National Housing Department provided medium-cost houses for civil servants.
"As far as possible, the houses should cost below RM250,000. I hope the government can study this issue seriously," he added.

Civil service wage hikes to be known in July

PUTRAJAYA: The government has performed well over the past year in terms of uplifting the welfare of civil servants, with several initiatives to upgrade their salaries.

Chief Secretary to the Government Tan Sri Dr Ali Hamsa said  among the improvements made were the introduction of the minimum-maximum wage structures which took effect in January this year, and the revision of several service schemes.
  He said the civil service could expect more announcements on wage increases next month, and revised promotion scales at the end of the year.
   Ali said the government had taken several approaches to bring the civil service closer to the people through six principles -- openness, ground work, engagement, human touch, private and non-governmental cooperation and unity.
They were the key concepts applied in the  administration of the civil service.
    He said this during his speech at the Prime Minister's Department's Excellent Service Award Presentation ceremony at Putrajaya International Convention Centre here yesterday.
   Recipients of the awards were selected based on their integrity, skills and their  contribution to the development and wellbeing of the community at large.
   At the function, Ali was also feted for the first anniversary of his appointment as the 13th chief secretary to the government.
   On the initiative for civil servants going down to the ground, Ali said the service's search and assist programme, which was recently launched, was a new approach  to bring the government closer to the people.
   He said this should be turned into a working culture.
   "I practise  the government's open door policy when dealing with civil servants and the public.
"I welcome feedback, views and suggestions,"  he said, adding that he hoped that the suggestions would be made through proper channels.
    Ali also said that was why he had instructed secretaries-general, and agency and department heads to open Facebook and Twit-ter accounts as they were the  mainstream communications mediums.
   He also asked the department to use social networking sites courteously and responsibly, and also warned department staff from misusing and abusing them by spreading rumours and lies that would taint its image.
   He cited the case of several civil servants in Wales, the United Kingdom, who were warned by their government after making inappropriate remarks about the nation's policies on the websites.
   "The situation shows that governments in other countries take the abuse and misuse of the sites seriously."
   He added that department leaders here had been tasked with monitoring the usage of the sites by their subordinates so that appropriate action could be taken against those who violated the service's code of conduct.  
   During a press conference, Ali said Prime Minister Datuk Seri Najib Razak would decide on bonus payments for civil servants after Cuepacs president Datuk Omar Osman requested at least a half-month bonus to be paid before Hari Raya Aidilfitri.
  "The government will decide on the matter  when preparing next year's budget.
"The PM will make the decision," he added.

Mahani's dedication pays off

PUTRAJAYA: A DEDICATED civil servant has received an excellent service award for the third time from the Prime Minister's Department for her outstanding performance last year.
  Federal Territory Islamic Religious Department (Jawi) religious affairs assistant Mahani Murad, 48, added another feather to her cap in her nearly three decades of service.
    Mahani was among the 1,374 officers from 42 departments, agencies and divisions under the Prime Minister's department, who were awarded Excellent Service Awards (APC) at a function held at  Putrajaya International Convention Centre yesterday.
    The event was attended by Chief  Secretary to the Government Tan Sri Ali Hamsa and Public Services Department director-general Tan Sri Mohamad Zabidi Zainal, who presented the awards to the recipients.
   Mahani, who began serving the government 28 years ago, received similar awards in 2005 and 2007 while she was in the same department. She had also received excellent service awards in 1994 and 1999 when she was serving in another department.
    As a multi-tasker, the department had recognised Mahani as an individual who had performed well in her roles as a Muslim, civil servant, and as a wife and mother.
    Throughout her time with the government, Mahani had  been  active in the department as the National Maulidur Rasul celebrations secretariat officer, and as a main coordinator for mass weddings organised by Jawi, which were among her most notable achievements, apart from being active in a number of community-based associations.
    Mahani had also won a national-level Nasyid contest in 1991, which also earned her a reputation for being an all-rounder.   
    "I feel overwhelmed and am driven to continue serving the department until I reach retirement age," she said, adding that she had always been liked by her peers and superiors, who were also her source of courage and inspiration.
    "What's most important is that we are proactive in our working lives. That is, we finish a task even before someone asks us to do it. This is why it is important for us to be proactive and creative."
    She said her husband Ismail Sali, 51, also a civil servant, was very supportive of her despite her busy schedule as both their two children were grown up.
    "I don't  have a problem dividing my time between work and family because my family is  understanding towards my responsibilities."
    The PM's department also gave appreciation awards to 17 non-permanent staff members who were not eligible to receive the APC for displaying relentless commitment to their jobs despite their employment terms.
    For contractual staff Mohd Faidz Sanusi, 35, the commendation reflected the department's goodwill in recognising the contributions made by temporary staff.
   
    Another recipient, Chuah Lee Eng, a teaching assistant from the National Unity and Integration Department, said her recognition by the PM's department was because of a close working relationship with her colleagues.

1,000 units for housing programme in Sabah

KOTA KINABALU: The 1Malaysia Civil Servants' Housing Programme will be extended here soon, as the government is identifying suitable land for the project.

Chief Secretary to the Government Tan Sri Dr Ali Hamsa said planning and land matters should be finalised in six months.
Speaking to reporters after a gathering with state and federal civil servants here yesterday, he said more than 1,000 units were expected to be available to not only federal, but also state civil servants here.
"We have identified one area in Tuaran, which has been agreed upon by both federal and state governments as suitable.
Ali added that while the project's model was similar to that of the pilot project in Putrajaya, it was likely to be landed units here instead of apartment-style.
Prime Minister Datuk Seri Najib Razak, in April, launched the first phase of the housing programme in Putrajaya, involving 1,256 units.
Ali said the houses would be cheaper than the current market price in Sabah.
The houses will be made affordable, based on the salaries of civil servants, but will still be of good quality.
Ali asked the 1,000 civil servants present to adopt the "Jejak Mesra Perkhidmatan Awam" or "Search and Assist" approach, where the officers go to the ground instead of waiting for those in need to come to them.
"Do not wait in the air-conditioned office.
"You have all the facts and figures, so go out and find the elderly, poor or the disabled who are in need of assistance or welfare.
"For example, if TV3 airs the plight of a poor old lady, we can trace her and provide assistance.
"This goes for all departments, regardless of federal or state levels.
"If it is not in your jurisdiction, then refer them (those in need) to relevant departments or even better, the district officer, who acts as a one-stop centre.
"He or she will know who to refer to."
Ali also called on civil servants to rise and fight back against untrue allegations against the government and its programmes.
"We have always been at the receiving end.
"Why don't we start fighting back, not with lies or rumours like them, but logically, with facts and figures.
"Civil servants need to be social media-friendly and have Facebook accounts, too, to face these culprits.
"We need to defend the good name of civil service.
"This is my challenge to you."

KSU baharu KBS mulakan tugas hari ini

KUALA LUMPUR - Datuk Jamil Salleh yang dilantik sebagai Ketua Setiausaha Kementerian Belia dan Sukan (KBS) yang baru berikrar meneruskan dasar-dasar kementerian sedia ada, selain memberi penekanan kepada tiga perkara utama yang disarankan Menteri Belia dan Sukan, Khairy Jamaluddin, sebelum ini.

Beliau berkata, tiga perkara utama tersebut ialah memberi penekanan kepada hasil kerja berpasukan, sentiasa berinovasi sewaktu menjalankan tanggungjawab dan mengutamakan kualiti berbanding kuantiti.

"Tiga perkara utama itu merupakan saranan menteri sendiri dan saya berjanji akan memikul amanah tersebut dalam usaha memberikan perkhidmatan yang terbaik kepada kerajaan," katanya ketika dihubungi Utusan Malaysia di sini, semalam.

Jamil, 54, yang sebelum ini merupakan Timbalan Ketua Setiausaha (Antarabangsa dan Pengurusan) KBS akan memulakan tanggungjawab barunya itu hari ini setelah mengisi kekosongan tempat yang ditinggalkan oleh Datuk Mohid Mohamed.

Menurut Jamil, tugas barunya itu juga memerlukan beliau sentiasa bekerja rapat dengan menteri bagi memastikan matlamat yang disasarkan oleh kementerian dapat dicapai.

Jelasnya lagi, teras perkhidmatan KBS ialah belia dan sukan, justeru beliau akan memastikan kehendak golongan tersebut dipenuhi mengikut kesesuaian semasa dan dalam masa sama tugas yang dilaksanakan itu perlu dilakukan dengan penuh integriti serta berdisiplin tinggi.

Beliau memberitahu, kepercayaan yang diberi oleh Ketua Setiausaha Negara (KSN), Tan Sri Dr. Ali Hamsa bagi memikul tanggungjawab besar itu akan cuba dilaksanakan sebaik mungkin dengan mengikut lunas undang-undang yang telah ditetapkan.

"Terima kasih kepada pengurusan tertinggi negara, Jabatan Perkhidmatan Awam (JPA) dan khususnya kepada KSN yang telah memberi kepercayaan kepada saya untuk memikul tugas sebagai KSU di KBS.

"Kepercayaan ini bukan sahaja hadir daripada JPA sendiri, tetapi juga oleh Menteri Belia dan Sukan yang yakin kepada saya untuk memikul amanah tersebut dan saya berjanji akan melaksanakan tugas ini dengan penuh dedikasi," tegasnya.

Sementara itu, ketika ditanya peranannya sebagai Pengerusi Yayasan Kebajikan Atlet Kebangsaan (Yakeb), Jamil memberitahu, beliau akan terus menyandang jawatan sebagai Pengerusi Yakeb selagi diberi kepercayaan memikul amanah tersebut.

Selain jawatan di Yakeb, beliau turut memegang jawatan sebagai Pengerusi Perbadanan Stadium Malaysia.

KOTA KINABALU 11 Jun - Setiap agensi dan jabatan kerajaan dicabar untuk melakukan 'serangan balas' menerusi perkhidmatan terbaik bagi menjawab segala tohmahan yang dilemparkan pihak tidak bertanggungjawab dalam laman sosial.
Ketua Setiausaha Negara, Tan Sri Dr. Ali Hamsa berkata, jika selama ini pihak agensi dan jabatan kerajaan hanya bertindak 'bertahan' pada setiap masa terhadap segala tohmahan, kini sudah tiba masa untuk pihak jabatan dalam perkhidmatan awam bertindak melakukan serangan.

"Walau bagaimanapun, tindakan serangan balas menerusi laman sosial ini tidak boleh dilakukan seperti yang dilakukan mereka seperti memfitnah, sebaliknya perlu mengemukakan fakta yang menyokong segala tugas yang telah dilaksanakan," katanya ketika berucap dalam majlis perhimpunan penjawat awam negeri dan persekutuan bersama beliau, di sini hari ini.

Yang hadir sama Setiausaha Kerajaan negeri, Tan Sri Sukarti Wakiman; Setiausaha Persekutuan Sabah, Datuk Abu Bakar Hassan; Pesuruhjaya Polis Sabah, Datuk Hamza Taib dan Datuk Bandar Kota Kinabalu, Datuk Abidin Madingkir.

Mengulas lanjut, Ali berkata, setiap agensi atau jabatan kerajaan boleh menggunakan kepakaran anak muda yang mempunyai kemahiran tinggi dalam bidang teknologi maklumat untuk menyampaikan maklumat tepat terhadap apa yang telah dilakukan oleh jabatan masing-masing, sekali gus menangkis segala tohmahan dilemparkan.

Jelasnya, ia penting dalam menjaga nama baik jabatan sekiranya diserang atau difitnah dalam media sosial yang sering dilakukan pada masa ini.

Sehubungan itu, katanya, tindakan balas yang pantas perlu dilakukan, sekali gus terus meningkatkan keyakinan orang ramai terhadap mutu perkhidmatan yang diberikan.

Sementara itu, Ali turut mengumumkan usaha kerajaan dalam membela nasib dan kebajikan penjawat awam yang berkhidmat di bandar-bandar besar di negeri ini menerusi pembinaan Perumahan Penjawat Awam (PPA) seperti projek perintis yang dilakukan di Putrajaya.

Katanya, lebih daripada 1,000 unit PPA akan dibina di Sabah dalam meringankan beban penjawat awam untuk memiliki rumah dengan kadar mengikut kemampuan golongan tersebut.

Menurutnya, ia terbuka kepada semua penjawat awam di negeri ini, sama ada individu tersebut daripada kerajaan negeri atau persekutuan, selain harganya jauh lebih murah berbanding harga pasaran.

Penjawat awam perlu pelihara integriti - Raja Muda Perlis

KANGAR 11 Jun - Raja Muda Perlis Tuanku Syed Faizuddin Putra Jamalullail menggesa penjawat awam agar memelihara integriti dan menjauhi tiga penyakit iaitu rasuah, kebocoran maklumat dan salah guna kuasa ketika menjalankan tugas.

"Janganlah ada yang menjadi seperti gunting dalam lipatan kepada negara dan negeri," titah baginda semasa merasmikan Seminar Transformasi Kecemerlangan Penjawat Awam, Zon Utara 2013 di Politeknik Tuanku Syed Sirajuddin (PTSS), Pauh dekat sini hari ini.

Baginda bertitah penjawat awam hari ini berdepan dengan cabaran untuk mencari titik keseimbangan antara membangunkan kapasiti, ilmu pengetahuan, kemahiran dan kompetensi yang baharu dengan konsep atau amalan yang lama.

Tuanku Syed Faizuddin Putra Jamalullail berkenan memasukkan bola ping pong ke dalam salur paip sebagai simbolik perasmian Seminar Transformasi Kecemerlangan Penjawat Awam 2013 di Politeknik Tuanku Syed Sirajuddin di Kangar, Perlis semalam. Turut berangkat hadir Tuanku Lailatul Shahreen Akashah Khalil (dua dari kanan) dan Azlan Man (empat dari kiri).


"Keberkesanan perkhidmatan awam bukan sahaja terletak kepada keberkesanan pelaksanaan sesuatu dasar tetapi turut bergantung kepada keupayaan berkomunikasi dan menangani kesan daripada dasar itu," titah baginda.

Tuanku Syed Faizuddin turut mengingatkan bahawa transformasi ke arah kecemerlangan perlu meliputi pelbagai aspek bermula transformasi diri, minda, sikap dan perlakuan penjawat awam itu sendiri.

"Tanpa transformasi yang bermula dari dalam diri, agak sukar untuk melihat hasil yang positif kerana ia akan sentiasa menolak pembaharuan yang baik terhadap diri, organisasi mahupun negara," titah baginda.

Seminar yang antara lain bertujuan meningkatkan kompetensi dan efisiensi dalam pentadbiran awam itu diadakan sempena sambutan ulang tahun keputeraan ke-70 Raja Perlis, Tuanku Syed Sirajuddin Putra Jamalullail.

Pegawai Tadbir Agama naik gred

KOTA BHARU 11 Jun - Kerajaan bersetuju untuk menaik taraf gred perkhidmatan Pegawai Tadbir Agama Daerah dalam usaha meningkatkan lagi mutu perkhidmatan, seterusnya mengembangkan syiar Islam di negara ini.

Menteri di Jabatan Perdana Menteri, Datuk Seri Jamil Khir Baharom berkata, peranan dan fungsi golongan tersebut amat penting untuk meningkatkan ilmu agama serta kerohanian umat Islam di peringkat daerah, khususnya akar umbi.

Beliau berkata, keputusan tersebut dibuat selepas pihaknya menerima cadangan terkini daripada Jabatan Kemajuan Islam Malaysia (Jakim) dan staf bawahan.

"JPA (Jabatan Perkhidmatan Awam) telah meluluskan cadangan itu berdasarkan dua skim iaitu kategori A di daerah-daerah terpilih, akan memiliki lima perjawatan iaitu seorang pegawai gred S48, S41 (dua orang), S32 dan S27.

"Kategori B pula akan memiliki tiga pegawai iaitu seorang pegawai S44, S27 dan S17 sebagai pembantu kumpulan sokongan di pejabat agama daerah masing-masing," katanya kepada pemberita selepas merasmikan Persidangan Pegawai Tadbir Agama Daerah Peringkat Kebangsaan di sini hari ini.

DBP puas hati audit bahasa di jabatan kerajaan

BESUT 7 Jun - Dewan Bahasa dan Pustaka (DBP) berpuas hati dengan kerja Audit Bahasa yang dilakukannya ke atas kementerian, jabatan dan agensi kerajaan setakat ini yang diyakini memberi manfaat kepada DBP dan pihak diaudit.

Ketua Pengarah DBP, Datuk Dr. Awang Sariyan berkata, usaha itu akan diteruskan sehingga semua jabatan dan agensi kerajaan termasuk di peringkat negeri, diaudit.

DBP baru sahaja menyelesaikan audit ke atas Jabatan Perkhidmatan Awam mengikut jadual yang ditetapkan dan akan ke Kementerian Pendidikan selepas ini, katanya kepada Bernama, di sini hari ini,

Audit bahasa itu akan diteruskan ke Kementerian Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan sebelum menjelajah ke setiap negeri.

Menurut Awang, DBP akan mengeluarkan laporan apabila proses audit itu selesai dilakukan pada 2014.
Laporan itu akan menyatakan prestasi penggunaan bahasa pihak yang diaudit bagi tujuan penambahbaikan dan lain-lain, katanya. - BERNAMA

'Stop politicking on social networks'


KUALA LUMPUR: CIVIL servants have been reminded to stop politicking on social networking sites, as action can and will be taken against those who do not comply.
Chief Secretary to the Government Tan Sri Dr Ali Hamsa said since the general election was over, civil servants should focus on their jobs and should stop sharing their political views in either a personal or official capacity.
"Civil servants need to focus on working hard and implementing the existing and new transformation policies of the government with a sense of urgency.
"The heads of government departments will monitor their staff and take action against those guilty of excessive politicking."
Ali said the heads of government departments could refer such employees to the Civil Service Department for further action.
"There are already regulations in place for such offences, and we will study them carefully before making a decision (on the matter).
"This includes issuing circulars and filtering social media content."
On a separate matter, Ali said 81 schemes under the Transformative Remuneration System (SST) would be covered by November this year, with six schemes to be slated for coverage in July.
The congress of unions of employees in the public and civil services (Cuepacs) had previously requested for all 289 service schemes to be covered once the SST was prepared.
"Ultimately, we aim to cover all the schemes, as our relationship with Cuepacs is very good. We will give priority to areas which have been long outstanding."
Earlier, Ali closed the first wives of civil servants and women civil servants association (Puspanita) conference here.
There, he was presented with two blueprints -- the resolutions from the conference and Puspanita's strategic transformation action plan for the next five years.
"We will study the resolutions proposed by Puspanita and decide the next course of action to enhance the association's role in the development of the nation's public service sector."

Mohd Puat Setiausaha Kerajaan Negeri Kedah yang baharu

ALOR SETAR 5 Jun - Pegawai Kewangan Negeri Kedah, Datuk Mohd. Puat Mohd. Ali dilantik sebagai Setiausaha Kerajaan (SUK) Negeri Kedah yang baharu berkuat kuasa Jumaat ini, menggantikan Datuk Rasli Basir yang bersara.

Sementara itu, Timbalan SUK (Pembangunan) Datuk Khazali Din akan mengisi jawatan Pegawai Kewangan negeri.

Majlis pengurniaan tauliah pelantikan kedua-dua jawatan itu disempurnakan oleh Pengerusi Jemaah Pemangku Sultan Kedah, Tan Sri Tunku Annuar Sultan Badlishah di Istana Anak Bukit di sini hari ini.

Turut menyaksikan pengurniaan tauliah itu ialah tiga anggota Jemaah Pemangku Sultan Kedah yang lain dan Menteri Besar Kedah, Datuk Mukhriz Tun Dr. Mahathir.

Mohd. Puat, 59, yang berasal dari Yan memulakan kerjaya sebagai pegawai tadbir negeri pada 1978 sebelum dilantik memegang beberapa jawatan penting seperti Penolong SUK, Ketua Penolong SUK, Timbalan Pengarah Unit Perancang Ekonomi Negeri (UPEN) dan Ketua Pegawai Eksekutif Kedah Invesment Centre (KIC).

Beliau memiliki Ijazah Sarjana Muda Sains Kemasyarakatan (Kepujian) dari Universiti Sains Malaysia pada 1978 dan Ijazah Sarjana Pentadbiran Awam (Analisis Dasar dan Kewangan) dari The American University, Amerika Syarikat pada 1984.

Sepanjang beliau menerajui Perbendaharaan negeri, jabatan itu pernah diangugerahkan Anugerah Empat Bintang Audit Indeks Akauntibiliti oleh ketua audit negara selama tiga tahun berturut-turut.

Jabatan itu juga berjaya menghantar Penyata Kewangan Negeri tahun 2012 pada 31 Januari 2013 iaitu terawal dalam sejarah kerajaan negeri.

Khazali, 58, yang berasal dari Jitra, menyertai Perkhidmatan Tadbir Negeri pada 1 Januari 1980 dan pernah menyandang beberapa jawatan seperti Penolong SUK, Ketua Penolong Pegawai Daerah Kota Setar, Ketua Penolong Pengarah UPEN dan Datuk Bandar Alor Setar.

Beliau memiliki Ijazah Sarjana Muda Ekonomi dari Universiti Malaya dan Ijazah Sarjana Pertadbiran Perniagaan dari Universiti Utara Malaysia (UUM).

Sementara itu, Mukhriz berkata, pelantikan Mohd Puat dan Khazali diharap dapat membantu kerajaan negeri dalam usaha menjayakan pelbagai rancangan tranformasi di negeri ini.

Beliau yakin pasukan baharu yang terlibat secara langsung dalam pelbagai program kerajaan negeri akan mampu mencapai apa yang dirancangkan. - BERNAMA

Penjawat awam berterusan berpolitik berdepan tindakan

KUALA LUMPUR 4 Jun - Para penjawat awam yang terlibat secara berlebihan dalam politik akan dikenakan tindakan berdasarkan peraturan, pekeliling dan undang-undang yang termaktub di bawah Jabatan Perkhidmatan Awam (JPA).

Tegas Ketua Setiausaha Negara, Tan Sri Dr. Ali Hamsa, beliau telah mengarahkan ketua-ketua jabatan untuk memantau dan mengambil tindakan ke atas mana-mana penjawat awam yang masih aktif berpolitik termasuk melalui media sosial.

Menurutnya, malah sekiranya ketua-ketua jabatan mengesan mana-mana penjawat awam yang masih berpolitik dan gagal untuk mengambil tindakan, mereka juga boleh terus merujuk kes berkenaan ke JPA untuk tindakan lanjut.

"Sekarang bukan masanya untuk berpolitik. Waktu pilihan raya sudah tamat. Penjawat awam sepatutnya menjalankan tugas dengan bersungguh-sungguh mengikut dasar transformasi yang telah diperkenalkan kerajaan," katanya.

Beliau berkata demikian kepada pemberita selepas majlis penutupan Persidangan Tahunan Persatuan Suri dan Anggota Wanita Perkhidmatan Awam (Puspanita) 2013 di sini hari ini.

Yang turut hadir Ketua Pengarah Perkhidmatan Awam, Tan Sri Mohamad Zabidi Zainal, Timbalan Ketua Pengarah Perkhidmatan Awam (Pembangunan) JPA, Datuk Dr. Sharifah Zarah Syed Ahmad dan Naib Yang Dipertua Puspanita, Datuk Ar. Puted Kamariah Mohamad.

Beliau mengulas kenyataan Perdana Menteri, Datuk Seri Najib Tun Razak yang meminta rakyat termasuk penjawat awam supaya tidak terbabit dalam politik secara berlebihan kerana hanya akan menyebabkan masa terbuang untuk negara terus melangkah ke hadapan.

Dalam pada itu, Ali yang juga Penasihat Puspanita menyeru ahli persatuan itu mengamalkan prinsip berjiwa rakyat dengan turun padang memberi penjelasan mengenai dasar-dasar dan program kerajaan serta membantu mendapatkan maklum balas keberkesanan penyampaian perkhidmatan awam.

Katanya, ahli-ahli Puspanita harus menyedari bahawa sebagai rakyat, mereka turut mendapat manfaat atau faedah daripada pelaksanaan dasar-dasar kerajaan.

"Saya berharap agar Puspanita dapat menjadi rakan kongsi sektor perkhidmatan awam yang menjadi tonggak kepada pembangunan dan kemajuan negara dengan memainkan peranan seiring dengan transformasi persatuan itu.

"Saya juga berharap ahli-ahli Puspanita akan membantu kerajaan memberitahu rakyat segala dasar dan transformasi yang telah atau sedang dilakukan," katanya.

KANGAR 3 Jun - Menteri Besar Perlis, Azlan Man mengingatkan anggota perkhidmatan awam negeri ini supaya memberi komitmen terhadap tugas dan meningkatkan disiplin masa.

"Setiap masa yang berlalu tidak akan berulang, oleh itu anggota perkhidmatan awam perlu membebaskan diri daripada kepompong yang menyebabkan mereka tidak dapat melihat jauh ke hadapan dan sama-sama membangunkan diri secara berakhlak.

"Jangan bergerak seperti siput. Perlu laju untuk capai wawasan," katanya ketika berucap pada perhimpunan bulanan anggota perkhidmatan awam persekutuan dan negeri yang pertama dihadirinya sebagai Menteri Besar Perlis di sini hari ini.

Azlan berkata, penjawat awam perlu bersikap proaktif termasuk memainkan peranan sebagai fasilitator kepada pelabur bagi memastikan Perlis menjadi negeri mesra pelabur.

Katanya, Perlis akan terus menjadi negeri berdefisit jika langkah drastik tidak dilakukan bagi mengubah dimensi negeri yang sedang memberi fokus ke arah pencapaian wawasan negeri maju pada 2015 dan negeri bandar raya pada 2030.

Berdasarkan pembentangan Belanjawan 2013, Perlis dijangka mengalami defisit sebanyak RM105.53 juta tahun ini kerana jumlah hasil negeri ialah sebanyak RM76.12 juta manakala perbelanjaan RM181.65 juta.

Najib: Time for civil servants to fulfill mandate given by the people

PUTRAJAYA: Civil servants need to set a new standard by shifting to a new paradigm, reflecting the mandate, expectation and demand of the people said Prime Minister Datuk Seri Najib Razak.


The reminder to move forward came in the wake of almost 30 days after the 13th General Election (GE13) which was held on May 5.
Najib said civil servants cannot afford to look back and waste any more time on excessive politicking because it would derail the task of fulfilling promises and aspiration of voters who have given the mandate during the GE13.
As for the GE13, the Prime Minister said the government had taken several steps and measures in accordance with the law to ensure a transparent, fair and just election, including accepting recommendations from the opposition parties.
"However, there are still some who dispute the results of the GE13 claiming electoral fraud. If we know the procedure, it is almost impossible for anyone to cheat in a big way," he said in his speech when addressing the staff of the Prime Minister's Department during a monthly gathering at Dataran Perdana, here, today, the first since the GE13. 
Najib said allegations by some with regard to the GE13 were ridiculous and baseless, especially claims that the Barisan Nasional (BN) had brought in 40,000 Bangladeshis as 'phantom voters' to ensure victory.
He said similar accusations were in the 'air' for months before the GE13, leading to a paranoid situation among those who believed, to an extend of even attacking a local who looked like a Bangladeshi, apparently to prevent the 'phantom voter' from casting his vote.
"It is not fair for a local with tanned skin colour to be labelled as 'foreigner'. We can laugh about it after the GE13 but during that time people were convinced by stories of phantom voters which were created just to tarnish the credibility of the election process," he said.
Najib said the decision by the people of Malaysia to give the BN government the mandate to continue has been accepted by world leaders.
"Right now let us show that our country practices matured democracy, not by saying it but showing that we accept the process of democracy after the election," he said.
"The government will continue its efforts to change and the transformation will continue because the people have shown that they want changes and that it can be done without changing the government," he said.
Najib said weaknesses that were previously identified could have been centered around the government's machinery which may have not been effective in addressing the 'war of perception'. 
"We can rectify the situation and find way to fight the war of perception - not reality but perception. Perception can be moulded in various ways, not only through a face to face approach, now there is face book.
"Maybe we should give more attention to such approach because we may lack expertise in such areas. But we can plan and use our expertise so that we can succeed in the future to 'display' the actual success - not perception but reality," he said. -- BERNAMA
