Ali Hamsa : Government Has No Plan To Terminate Service Of Contract Worker This Year

KUALA LUMPUR: Chief Secretary to the Government Tan Sri Dr Ali Hamsa today denied reports claiming that government contract workers would have their services terminated by December, this year.He said the government did not intend to terminate the contracts of its staff this year. "It's a false news and a lie spread by irresponsible individuals with no authority," he said in a statement here today. 

A news portal reported today that government contract workers would not have their contract renewed, but instead would find it to be terminated from December this year. The portal, citing sources, said the information was obtained from a meeting on Monday morning. Meanwhile, the Congress of Unions for Employees in the Public and Civil Service (Cuepacs) has urged its members not to believe the online news report.

Its deputy president II Mohd Shaman Jaes said Ali Hamsa, has already issued a statement that the government did not intend to terminate the services of its contract staff this year. Mohd Shaman claimed the false news was deliberately created to stir up anti-government sentiment among contract staff.

"Every now and then, irresponsible parties are creating issues to spoil the good relations between the civil service and the government."It's important for government employees to filter whatever they read and seek clarification from Cuepacs or the Public Services Department, instead of believing everything that appear online or go viral on social media," he said today.

Will Budget 2016 Revision Address Public Concern?

PETALING JAYA, Jan 10 — Prime Minister Datuk Seri Najib Razak’s Budget 2016 revision announcement has raised eyebrows, as it hints at a grim reality of the tough times that lie ahead. While the economic downturn is unavoidable at this point, the Malaysian Trades Union Congress (MTUC) president Mohd Khalid Atan said whatever revisions carried out should include efforts to correct any weaknesses in the current budget, especially regarding the interest of the needy. 

In response to Najib's claim that the Goods and Services Tax (GST) will be the “country’s economic saviour”, especially in terms of revenue earned by the government, Khalid said: “Even if the aim of GST is to improve the revenue of the government, you should not do it at the expense of the people.” His sentiments were echoed by MTUC secretary-general N. Gopal Krishnam, who said despite the government announcing that the cost of living will be reduced, it has in fact gone up by 10 to 20 per cent. 

“GST is not helping anyone except the government. In fact, the PM has openly said without it, the government could not have paid the salaries of public servants. That means only 1.5 million Malaysians have benefitted from GST,” said Gopal. “This is unfair, as they are charging everybody to contribute to the wages of civil servants, when the government should be paying for the wages from its own coffers. The benefits from the revenue should be for all Malaysians, not just a select group of people,” he said.As for the revision of the budget, Gopal said he does not know what will be revealed next, but hopes the government will realise the error of raising the minimum wage limit by a mere RM100 and not standardising the figure. 

“I hope the PM will standardise the minimum wage to RM1,200 across the country, rather than have one figure for Peninsular Malaysia and another figure for Sabah and Sarawak. That is our main concern at the moment. “This also needs to be immediately implemented, rather than waiting till July 1. It has already been delayed for a year, and any further delays will not be good as the cost of living keeps getting higher. “We want to urge the PM to find a way to include this in the revised budget so that the people can cope with the tough challenges ahead,” he said. 

The Congress of Union of Employees in the Public and Civil Services (Cuepacs) secretary Lok Yim Pheng said the implementation of GST is fair, but the government must address the main concerns of the people, which is the high cost of living. “They should consider pushing for additional increments for workers and sharing resources with organisations like the Urban Transformation Centre (UTC) to cut down on expenditure,” she said.Lok also stressed on the importance of education, saying the government must not cut allocations for education. Cuepacs deputy secretary-general Abdul Rahman Mohd Nordin said he hopes the revision of the budget does not involve the government revoking the special assistance promised to civil servants.

Penjawat Awam Terima Pemberian Khas Esok

KUALA LUMPUR, 3 Jan (Bernama) -- Seramai 1.6 juta penjawat awam akan menerima pemberian khas 2015 sebanyak RM500 seorang daripada kerajaan esok. Selain itu, sebanyak 1 juta pesara kerajaan juga akan menerima Pemberian Bayaran Khas sebanyak RM250 esok. 

Menurut Pekeliling Perkhidmatan Bilangan 10 Tahun 2015 yang dikeluarkan Jabatan Perkhidmatan Awam (JPA), pemberian khas itu diberikan kepada semua pegawai perkhidmatan awam persekutuan yang berkhidmat pada 2015. 

Ia tertakluk kepada syarat bahawa pegawai telah berkhidmat sekurang-kurangnya 30 hari berturut-turut termasuk semua jenis cuti bergaji penuh dan cuti separuh gaji serta Hari Rehat Mingguan, Hari Kelepasan Mingguan dan Hari Kelepasan Am dalam tempoh 1 Jan 2015 hingga 31 Dis 2015. 

Pegawai yang layak dibayar pemberian khas itu antaranya ialah pegawai lantikan tetap, sementara, perkhidmatan kontrak dan guru interim serta pegawai bercuti separuh gaji. Pemberian khas kepada kakitangan awam itu melibatkan peruntukan sebanyak RM645 juta, seperti yang diumumkan oleh Perdana Menteri Datuk Seri Najib Tun Razak semasa membentang Bajet 2016 pada 23 Okt lepas. 

Selain itu, bagi menghargai sumbangan dan khidmat bakti penjawat awam, kerajaan juga bersetuju menyediakan peruntukan RM1.1 bilion untuk memberi faedah pemindahan gaji bersamaan dengan satu kenaikan gaji tahunan mengikut gred kepada semua kakitangannya. Menurut pekeliling itu, kerajaan juga akan menambah baik 252 skim perkhidmatan untuk 406,000 penjawat awam dan menetapkan gaji permulaan terendah dalam perkhidmatan awam kepada RM1,200 sebulan. 

Kadar pencen minimum juga ditetapkan kepada RM950 sebulan yang melibatkan hampir 50,000 pesara awam dengan sekurang-kurangnya 25 tahun tempoh perkhidmatan. Pelaksanaan kesemua langkah ini akan berkuat kuasa pada 1 Julai tahun ini dengan peruntukan sebanyak RM1.4 bilion. 

Sementara itu, Presiden Kongres Kesatuan Pekerja-pekerja Di Dalam Perkhidmatan Awam (Cuepacs) Datuk Azih Muda berkata pihaknya berterima kasih kepada kerajaan kerana bersetuju memberikan bantuan khas kewangan kepada semua kakitangan awam dan pesara. "Kita tahu penjawat awam sememangnya menunggu bantuan seperti ini dan sekurang-kurangnya ia dapat meringankan beban penjawatan awam. "Cuepacs ingin menyarankan kepada penjawat awam supaya menggunakan peruntukan yang bakal diterima itu dengan bijaksana," katanya ketika dihubungi Bernama di sini, hari ini. 

Beliau berkata wang itu antaranya dapat menampung kos perbelanjaan persekolahan anak-anak bagi mereka yang bekeluarga.
