PETALING JAYA: The Government should implement a reward-and-punish system for civil servants to promote accountability and avoid the abuse of power as highlighted in the Auditor-General’s Report 2012.
MCA deputy national organising secretary Datuk Heng Seai Kie said the party had proposed for the comprehensive reward-and-punish system to prevent such problems from being repeated every year.
“Otherwise, the same mistake will happen again and again. If nothing is done this time, we will no doubt see such abuse happening again in the future,” she said yesterday.
Heng, who is also MCA publicity bureau chief, said the Government could reward civil servants by giving them incentives based on merit and performance.
“This way, civil servants will be encouraged to work hard and responsibly. If the civil service does not improve on this, the entire public service system will erode.
“Right now, the civil service is being regarded as a ‘golden rice bowl’ as no matter how bad you perform, you can still hide behind the Government and escape any legal action,” she said.
Heng added that if meritocracy was not implemented to assess the civil servants’ performance in their responsibilities, it would affect quality and efficiency and cause the people to lose confidence in the Government.
